As a father of a 21-year-old who has severe special needs due to cerebral palsy, I face significant challenges. His oxygen deprivation at birth has primarily affected his motor skills and led to epilepsy. Thankfully, he has not suffered further complications that could have required a feeding tube or respiratory support.
Caring for him demands immense emotional and physical commitment. Many parents in Maine, like me, struggle with the complexities of raising children with special needs while navigating additional hardships from governmental and societal structures. This has often led to job losses and diminished self-worth.
For years, I have attempted to communicate the escalating crisis we face to legislators, but my efforts have frequently met with avoidance and a lack of accountability from those elected to advocate for us.
However, one legislator, Joseph Baldacci, has stood out for his genuine commitment to our community. As chairman of the Health and Human Services legislative committee, he has championed numerous laws and initiatives to support the special needs community. Notably, he helped implement a family pay program that compensates caregivers, regardless of their relationship to the person receiving care. This groundbreaking law, recognized nationally, will significantly ease burdens for families, allowing them to focus on their loved ones.
